WhatsApp Business API Cost in India (October 2026): Meta Rates, Platform Fees and the New Service-Message Charge

Short answer: From 1 October 2026, Meta charges Indian businesses:

  • ₹0.8631 per delivered marketing message,
  • ₹0.115 per utility or authentication message,

The two layers of WhatsApp API cost

Every WhatsApp Business API bill in India has two parts:

  1. Meta's message charges. Paid per delivered message, by category, billed in INR.
  2. Your platform's fee. What your BSP or software charges for the inbox, chatbot, campaigns and analytics. It's usually a monthly subscription, sometimes with a per-message markup.

Getting access to the API itself costs nothing from Meta. There's no licence fee or per-seat fee from Meta.

What changed on 1 October 2026

Until 30 September 2026, replies sent inside the 24-hour customer service window were free, however many you sent. From 1 October:

  • Service messages are charged. Each business phone number gets 1,000 free service messages per month. From message 1,001, each reply costs ₹0.115.
  • Utility messages inside the window are charged too. Utility templates sent inside an open window, previously free, now cost ₹0.115 each.
  • Marketing and authentication rates haven't changed.
  • You need a payment method on file. Businesses without one risk having service messages interrupted.

Why this matters more than it looks: the rate is small, but the volume isn't. A booking conversation where your bot sends five replies uses five service messages. Two hundred bookings a month at five replies each is 1,000 messages—your whole free allowance—before you've answered a single general enquiry. Chatty bots now cost money.

Five ways to keep your WhatsApp bill down after 1 October

  1. Cut reply count, not replies. Ask for date, time and name in one message instead of three. Fewer, smarter replies keep you inside the 1,000 free service messages.
  2. Use Click-to-WhatsApp ads deliberately. Meta's documentation describes a free entry-point window after you reply to someone who came from a Click-to-WhatsApp ad. Check current terms, then plan your follow-ups inside it.

  4. Use utility templates for genuine updates. Confirmations and reminders cost far less than marketing messages, but only use them for real transactional updates, or Meta may recategorise them.
